Operations

Purpose
To regulate the cost, level and standards of services of taxi operations and to develop measures to reduce congestion on the roads by reducing the rate of growth in numbers of taxis to 5% in line with that for private cars.

Progress Made & Present Position
Tender premia for urban and NT taxi licences in the September tenders rose by 13.5% and 48.3% respectively compared with the May tender probably because of rumours about relaxation of NT taxi boundaries and large fare increases.
Following recommendations by the Administration, ExCo on 5.10.82 advised and the Governor ordered
that:
(i) Fares for urban taxis be
increased by 12.5% i.e. flagfall $4.50 and $0.90 for every subsequent 0.4 km or for 3-minutes of waiting time.
(ii)
(iii)
Fares for NT taxis be increased by 25% i.e. flagfall $3.00 and $0.30 for every subsequent 0.2 km or for 12-minutes of waiting time.
Double charging of tunnel tolls by taxis be abolished in the case of the Aberdeen and Lion Rock tunnels.
Next Quarter Targets
(a) Monitor December tender exercise.
(b) Fare increase
implemented on 31.10.82.
(b) (iii) Keep in view
to appropriate- ness of the double charge for journeys through the
Cross Harbour Tunnel.
