Administration in Hong Kong"

Purpose

To conduct Urban Council and District Boards elections:

District Boards

(i)

elections in the New Territories were held on 4th March 1982;

(ii) elections in the

urban areas were held on 23rd September 1982.

Urban Council

Elections are scheduled for March 1983.

Progress Made and Present Position

(1) The urban area District Board elections

were held successfully on 23rd September 1982. There were 227 candidates contesting 74 seats. (In addition, there were 2 candidates who were elected

unopposed.) A total of 170 polling stations were set up and they were open from 7 am to 11pm, as the poll was extended by one hour from 10pm to facilitate late voting. Altogether 244,976 electors turned out to vote (representing about 35.5% of the total electorate).

(2) Following the conclusion of the annual

registration exercise from 31st August to 11th October 1982, a Provisional kegister of Electors was published on 29th October 1982 for public inspection. It comprised 196,832 electors resident in the New Territories and 708,224 electors resident in the urban areas. Subject to the publication of a Final Register of Electors, due in early January 1983, the 708,224 urban area electors will be entitled to vote at the new Urban Council elections next March, which will be conducted on a constituency basis.

(3) Detailed planning and arrangements for

holding the March elections continue.

(1) Action completed.

(2) To publish a Final

Register of Electors.
