Purpose

To review and, if necessary, update tors and member- ship.

To obtain HMG's agreement to the use of "British" to describe HK passport holder's nationality.

To process the recommendations of the Advisers and to implement consequential decisions.

Progress Made and Present Position

This exercise has been initiated.

Representations were made to HMG and, to the P.M. personally during her September visit to HK.

a) The third and final phase of the reorganisation of the Divisional and Sub-divisional command structure is scheduled for implementation in April 1983.

b) The CID Steering Group recommendations

were issued in August 1982.

c) Kowloon Region pilot scheme: geographical

size of individual regions and required command structures under review.

d) Manpower Deployment Study recommendations

being tested where appropriate (e.g. by experiments for six months in Waterfront and Homantin Divisions on community policing).
