Progress Made and Present Position

c) Phase V (Yuen Long Creek to Tsim Bei

Tsui) of the Border Fence is under construction. Installation of the Fence Protection System and Barbed Tape on the existing fence is almost complete.

a) Propagation of hilltop sites for the

Joint Maritime Communications Project almost completed.

b) Marine Police continue day-to-day patrols

for unlicensed pleasure craft. Legal implications of amending S.79 of the Shipping and Port Control Ordinance (Cap 31) (to afford protection to officers who might otherwise be liable to legal proceedings) are still being assessed.

a) Port Security Committee continues to

meet bi-monthly. The sub-committee to review security at Kwai Chung Container Terminal has met once.

b) Feasibility of Customs and Immigration

Control at Shaukiwan/Chaiwan still being assessed. Immigration Department's request for 2 additional launches is being handled separately with FB.

c) Draft ExCo paper on the shipping and port

control (HK-China and Macau Ferry Terminals) Regs 1982 is being considered, the draft Regulations having being finalised.

Next Quarter's Target

c) To continue work

on Phase V and to review the effective- ness of the FPS and other measures.

b) To decide whether to

amend the legislation.
