Purpose
To prevent illegal immigration from China

Progress Made and Present Position
c) No "ex-China" cases arrived during
this period; 431 suspected "ex-China" cases remain in detention pending repatriation.
d) UNHCR agreed to contribute $6.05
million to meet part of the costs of Government-run centres for the period 1 July 1982 to 31 December 1982.
e) Two Security Liaison Committees have
been set up they have each met twice and a joint meeting of both has reviewed the Open Centre Rules.
f) Block N of Victoria Barracks
(accommodating the Refugees Division, United Nations High Commissioner for Refugees, Intergovernmental Committee for Migration and Joint Voluntary Agency) is due for demolition within the first quarter of 1983.
a) 2,721 illegal immigrants were arrested on entry compared with 2,181 in the previous quarter (and 1,699 for the same quarter in 1981/82). Daily average arrests on entry in August, September and October were 22, 33 and 34 respectively.
b) 628 evaders were arrested, 202 in August,
218 in September and 208 in October.
Next Quarter's Target
c) To press the People's
Republic of China to accept the remaining "ex-China" cases.
d) To seek financial
assistance from UNHCR for 1983.
e) To continue to monitor
Security arrangements
in open centres; to amend Open Centre Rules as necessary.
f) To find new accommodation.
