To devise a scheme for fast collection and presentation of representative public opinion.

To identify basic public attitudes on key issues with a view to providing a benchmark for subsequent monitoring of public reaction towards major government programmes.

To assist Tung Wah in devising an acceptable scheme in place of the current Final Average Salaries Scheme.

To identify suitable com- munity personalities for appointment to Government boards and committees..

The evaluation paper on the FOSS experimental surveys was discussed at HAIG in August. The scheme was activated twice in September:

one on the election to district boards in urban area, and the other on the Prime Minister of Great Britain's talks with Chinese leaders. Some improvements in the sampling technique, are being considered.

Comments from concerned Branches and departments have been received. An information paper on the survey findings is being prepared.

Counter proposal has been sent to Tung Wah Group of Hospitals for consideration

Personality records have been updated and informal discussions with Branch Secretaries and Heads of Departments to identify
