Purpose

To make provision for the enforcing authority to

carry out an enquiry into an accident and to simplify the registration procedure for factories.

To provide more

specifically and in more detail for safety at work on construction sites.

To consider possible measures having regard to the

reasonable claims of the workers involved, any wider consequences for the economy as a whole and the experience of other countries in this field.

Progress made and present position

Third draft bill under departmental consideration; additional draft drafting instructions are being considered as a result of the Labour Adviser's suggestions during his visit in summer 1982.

Drafting instructions under consideration by Secretary for Social Services.

Invitation letters have been issued to representatives of employers and employees to join an ad hoc Working Group under the Chairmanship of the Commissioner for Labour, First meeting of government branches/ departments to be convened shortly.

Next quarter target

To consider additional drafting instructions when received.

To submit bill to Executive Council.

To monitor progress.

SOCIAL WELFARE

16. Working Party

on Social Welfare Manpower

To consider the present and future availability and use of trained social workers and to make recommendations to meet shortfall.

17.Public Transport To consider introducing a

Accident Victims scheme which provides

Assistance Scheme

immediate financial relief on a no-fault basis to rail and ferry accident victims.

The recommendations relating to the recruitment of non-social work graduates as Assistant Social Work Officers, revised salary scales for the Social Work Officer grade etc. have been endorsed by the Standing Commission on Civil Service Salaries and Conditions of service. ESC paper will be prepared and Finance Committee will be invited to accept the financial implications of the proposals.

Draft ExCo paper circulated. Comments from parties concerned awaited.

To implement the package proposals subject to the approval of

financial implications by the Finance Committee.

To finalise the

paper and submit to Executive Council

for advice.
