22. Review of
Technician
Courses
To review the structure of technician courses and to determine the number of course places to be offered at various course levels, and to decide on the planned size of the second polytechnic in the light of this information.
Manpower model based on 1981 Census data being worked out to help determine ultimate size of the second polytechnic. Consideration is also being given to the feasibility of setting up a unit to look into the long-term education and training needs in Hong Kong.
To take action accordingly.

23. Improvement of "bought" places in private secondary schools
(new item)
To improve the quality of "bought" places, having regard to plans to build new schools to phase out bought places.
(a) A survey has been carried out to
determine the extent to which the existing fee increase scheme has enabled improvements in quality to be made.
(b) A scheme to allow schools to
increase their fees above that allow under (a) is being implemented! The increase is conditional upon the additional income being used:
(i) to improve the salaries of
teachers (thereby aiding recruitment and retention of more qualified staff); and
(ii) to provide better teaching
facilities.
(a) To analyse the results
of the survey.
(b) To implement the schem
and ensure that the increases are being pur to proper use.
