Purpose
To ensure that the approved secondary schools building programme proceeds on schedule.

Progress made and present position
The Schools Building Review Committee met on 5 October 1982 and the Schools Building Programme is being revised to take account of progress on school development.
(a) Primary One Admission scheme
widely publicised and the first stage, dealing with discretionary places, is under way.
(b) The FCai proposing the provision
of free transport for children attending central primary schools in the New Territories is being finalised.
Meetings have been held with the Alliance of Early Childhood Educational Groups and D of E proposes to set up a Kindergarten Advisory Board to consider registration of baby classes and to act as a channel of communication between the operators and the Government.
Next quarter target
To continue to monitor the school building programme.
(a) Monitor progress of discretionary and, subsequently, centrally allocated places.
(b) Submit proposal to
Finance Committee and, subject to its views, begin implementation.
To finalise proposals for standards for baby classe and submit them to ExCo and LegCo.
