Purpose

To increase the staffing ratio of secondary schools to meet the needs of remedial teaching, pupil guidance and counselling, and extra-curricular

activities.

An analysis of supply and demand for teachers is being carried out.

On the basis of the

results of the analysis, review the proposed provision of additionar teachers and consider plans for the Colleges of Education.

To relieve pressure on students and to avoid undue dominance of examinations in the school curriculum.

To simplify financial arrangements for aided schools.

To examine proposals to replace special and resource classes for children with learning difficulties by a range of remedial services (i.e. core groups, peripatetic teaching, advisory service, resource teaching centres and adjustment. units).

A series of options considered and a decision taken to retain the JSEA pro tem. Related improvements in junior secondary subsidised provision being considered.

A proposal for a revised deficiency/ capitation grant for all aided schools is being put to schools councils.

A pilot scheme is being introduced. Consideration is being given to "seeding" into Government and aided schools a proportion of children with learning difficulties.

Finalise improvement proposals and seek policy approval.
