The Staff Planning Division has been analysing

the manning problems affecting various grades; it has

also submitted proposals for a management training course

for mid-career departmental officers. The seminar led by

Dr. Cragin of Chinese University continued its consideration

of a computer-assisted staff planning system for Government;

the E.0. grade will be the subject of a trial run of a

limited prototype when this has been developed.

15.

The Government Training Scholarship scheme is

being more closely linked to projections of future staffing

needs and has been expanded by 35%; 139 scholars should be

selected and placed in 1982. Increasing interest is being

taken in maximising the potential for Government recruitment

of the large number of Hong Kong tertiary level students

studying overseas.

16.

On the advice of the Executive Council, a KCR

Corporation Transitional Board, chaired by the Secretary for

Transport, was established on 11th December 1981, and a

Chief Executive (Designate) of the KCR Corporation was

appointed on 21 December. The Board has set up 4 committees

to carry out its work, and also intends to appoint an

assessment panel to advise it on the principles on which

ex-gratia compensation should be paid to KCR staff who

will be retired on abolition of office terms and employed

by the new KCR Corporation.
