The Commission will also report to the Governor

for educational qualifications between School Certificate
and Degree, and on its review of grades with student ranks.
The report (Report No. 7) is being drafted and will be

The reorganisation involves :
(a) the division of the former Environment Branch
into two new Branches concerned with Transport
and Lands & Works respectively, with the
Environmental Protection Division being
transferred on an interim basis to the
Administration Branch;
(b) the splitting of the Public Works Department
into a number of independent "works" departments;
(c) the creation of a new Lands Department;
(d) the incorporation of all aspects of transport
management into the Transport Branch.
The first stage of the reorganisation was completed in
September 1981. Proposals will shortly be presented to the
Finance Committee of the Legislative Council on the
reorganisation of the Transport Department and the splitting
up of the Public Works Department. A Director of Lands
