Purpose
To set up in stages a Selective Placement. Unit so that the Labour Department can begin to take over responsibility for placing disabled job- seekers in employment in mid-1980.
To plan and implement essential elements of a new vocational rehabilitation system for the disabled.

The Hong Kong Office of the Selective Placement Unit was opened on 7 July 1980. The Kowloon Office will be set up by April 1982. The Labour Department will take over the employ- ment placement for the mentally handicapped from SWD in 1982/83 (Stage II) and the socially handicapped from voluntary agencies in 1984/85 (Stage III).
The ILO studies on the development of training curriculum based on Modules of Employable Skills, on job adaptation and technical aids, and vocational assessment were completed in 1981. Education Department is developing training and assessment systems based on the recommendations of the studies, Return visits will be made by the two consultants in mid- 1982.
