To electrify the KCR in conjunction with a programme of capital works to improve the carrying capacity of the railway.

The programme for electrification is:-
(i) completion of an inner
suburban service.to
Sha Tin by May 1982;
(ii) completion of electrification
to Tai Po Market by February
1983 and through to Lo u
by June 1983.
(b) Deliveries of rolling stock continue.
