3. Review of the staffing

of secondary schools

To increase the staffing

ratio of secondary schools to meet the needs of remedial teaching, pupil guidance and counselling, and extra- curricular activities.

The Finance Committee approved the proposals for an improved staffing level in secondary schools on 9 December 1981. The improved staffing level will be phased in as follows :

(a) two graduate teachers for remedial

language teaching in September 1982;

(b) one additional graduate teacher in

September 1983; and

(c) two non-graduate teachers as soon as

sufficient non-graduate teachers have been trained by the Colleges of Education.

To make further arrangements for the implementation of the proposals in September 1982.

4. The abolition of the

Junior Secondary Education Assessment

To relieve pressure on students and to facilitate the promotion of a more student-orientated

curriculum.

A report on the effects of the JSEA has been compiled by the Education Department and will be submitted to the Education Branch for examination, before the . proposals to abolish the JSEA are further considered.

To discuss further with the Education Department and

Finance Branch when the report on the JSEA is available.
