Part I
Purpose
To lift the statutory moratorium on building development in the Mid- levels and to introduce new geotechnical controls to allow the safe development of Mid-levels lots within existing lease restrictions.
Progress Made & Present Position
ExCo memorandum on Geotechnical Adviser's report considered on 1st December 1981. LegCo resolution passed on 9th December 1981 extending the statutory moratorium until 31st March 1982. Drafting instructions on amendments to the Buildings Ordinance and Regulations to enable the new controls to be imposed finalized and issued by PWD to Law Draftsman on 8th January 1982. Draft ExCo memorandum circulated on 15th January 1982.
Next Quarter Targets
(a) First draft of Bill
and Regulations to
be completed, circula- ted and amendments agreed.
(b) Bill, Regulations and
Memorandum to ExCo.
(c) Bill to LegCc.
(d) Regulations back to
ExCo to be made by the Governor in Council.
(e) LegCo resolution in
March to extend the statutory moratorium beyond 31st March 1982 if (c) and (d) cannot be completed by then.
