To monitor legal
immigration from
China and reduce the number to an acceptable level.
To replace the
present form of
identity cards by a smaller and more secure card comple- mented by a com- puterised record system.
To prevent illegal immigration from China.

Progress Made and Present Position
54,267 legal immigrants (without onward travel documents) arrived during 1981. Daily average 149: The percentage of one way permits increased sharply from 27% in the first quarter to 74% in the fourth quarter. The Chinese authorities were advised in Peking and in Hong Kong that we should like to discuss methods of reducing the number of"legals".
Detailed planning has continued. Premises have been identified and fitting out commenced. The project is "on time".
a) Joint Maritime Communications Project. Seven
tenders for telecomms equipment received.
b) Marine Police are conducting regular operations
against unlicensed pleasure craft which are suse- quently impounded.
c) Funds for updating Marine Police radar equipment
approved by Finance Committee on 9th December 1981.
Next Quarter's Target
Encourage Chinese response
to proposals put to MFA and NCNA by PA and plan introduction of scheme.
Monitor progress of Inter- departmental Working Group Chaired by DD of I to ensure implementation date of 1 May 1983 is adhered to.
