arrested and charged with unauthorised building on or excavation of Crown Land.

To conduct a full review of the organisation with a view to improving productivity.
To amend the Crown Land Ordinance to strengthen the existing controls in respect of illegal structures by increasing the penalty of racketeering and to: simplify the procedure for proving offences.

Squatter rea Improvements
To improve living conditions in squatter areas.
The Squatter Areas Improvements planning team was established during the quarter and is now almost up to strength. Work proceeds on two fronts:
(a) Improvements to Safety
Fire breaks and hydrants have been installed at Sau Mau Ping and planning has been completed for Lam Tin. Other major squatter areas are still being studied.
