A contract was signed with a firm of American consultants, Burns & Toe, in early March and a team from that firm embarked on its first assignment during the same month. The draft report is expected during the first week of June. The consultants are expected to provide the Govern- ment with an independent assess- ment of the power companies forecasts of the arowth of electricity demand and the companies' cenerating capacity.

Praft Exco memorandur, which is about to issue, is subject to AC's advice on the legal aspects of certain general principles.

The Covernmen' wilf consider what action to take in the

light of the final report, which is expected to be received in early Julv.
