proposal to introduce a mid-career management training
course. The Government Training Scholarship scheme.
continues to grow in significance; there will be 139
places available this year and 75 serving officers have been
selected so far. The Staff Planning Division is also
expected to take an active role in the proposed Steering
Committee on Hong Kong Students Overseas, with a view
to maximizing the benefits of local expenditure on
overseas education.
Housing Assistance for the Civil Service

Applications received under the Home Purchase
Scheme (5,194 applications) and the Housing Loan Scheme
(75 applications) are being processed. As at 30th April
1982, 1908 applications for the home purchase allowance
and 19 applications for housing loans have been approved.
Assistance for Civil Servants in Debt
20.
Application for refinancing was closed on
12th March 1982. The total number of applications received
came to 3,837. The number refinanced so far was 2,775
and loans given out totalled $49.5 million. 27 applications
are under processing. A report on the operation of the
Refinancing Scheme is being drafted for submission to the
Executive Council.
