abolished and a new post of Secretary created to head a new
Branch of the Government Secretariat. This new Branch will
take over from the Economic Services Branch policy
responsibility for trade and industry and several other
subjects. No firm decision has yet been taken on which
Branch of the Government Secretariat should assume
responsibility for the Customs and Controls Department,
but Security Branch and Finance Branch are two obvious
candidates.

At the same time, it has been decided that
all directorate posts in the new Trade and Industry Departments
should be converted to Staff Grade posts in the Adminis-
trative Service, while directorate posts in the new Customs
and Controls Department will be progressively converted
to professional departmental posts. It will take some
time to work out detailed arrangements to implement these
decisions, but the intention is that the new Branch and
departments should be operational by July 1982.

The Ross Committee has completed its 8th overall
review of the directorate and submitted a report to the
Governor on 2 April 1982. Its recommendations cover the
appropriate gradings of the former PWD Sub-departments and
the Lands Department; the re-ranking of a number of directorate
posts; the possible use of personal ranking in exceptional
circumstances to accommodate outstanding directorate officers
