Reorganisation of Government Secretariat and Departments
A. Lands, Works and Transport
The former Environment Branch has been dismantled.
Its policy responsibilities for land matters have been

passed to a new Lands and Works Branch; those for transport
matters to a new Transport Branch; and those for environmental
protection to the Administration Branch and subsequently
to an expanded Home Affairs Branch. With effect from 1 April,
the Lands and Works Branch has assumed policy responsibility
for the five works departments created by the de-federalisation
of the Public Works Department, as well as for the newly
created Lands Department.
B. New Territories Administration, Home Affairs Department
and Home Affairs Branch

The New Territories Administration and Home
Affairs Department have been combined to form the new City
and New Territories Administration. Besides taking over
certain responsibilities for Chinese Language and Traditional
Affairs from the Home Affairs Department and for environ-
mental protection from the Administration Branch, the Home
Affairs Branch has also re-absorbed the Information Branch.
C. De-federalisation of the Trade Industry and Customs Department
Subject to the approval of Finance Committee, it

has been decided to de-federalise the Trade Industry and
Customs Department and set up three separate departments :
Trade; Industry; and Customs and Controls. The existing
post of Director of Trade Industry and Customs will be
/abolished
