Standing Commission on Civil Service Salaries and Conditions of Service
A. Pay Policy Review
On 22 March, the Commission published an Interim
Report on Civil Service Pay Policy containing :
(a) its letter of 27 November 1981 to the Governor
advising on the arrangements for the civil
service pay adjustment for 1982; and
(b) its Consultants' report on their investigations
into the pay trend survey exercise.
The only outstanding issue raised in the Report is the
need to develop an agreed method to take account of
differences in the value of civil service and private
sector fringe benefits in adjusting civil service pay.
This is being studied by the Administration, in consult-
ation with the Staff Side and the Standing Commission, with
a view to making a recommendation to the Executive Council
by the end of July 1982.

The 1982 pay adjustment (about 15%) was approved
on 24 March by Finance Committee and the new salaries
were paid in April.

The Commission considers that, in line with
the total package concept, it must be consulted on proposed
