Progress Made and Present Position

a) Fourth draft Bill to amend Immigration

Ordinance prepared.

b) Draft consequential amendments to other

legislation prepared.

c) Relaxation of UK entry permit systems

raised again with FCO

a) The first phase of the reorganisation

of the Divisional/Sub-divisional command structure has been implemented satisfactorily.

b) The CID Steering Group continues to

meet.

c) The Force Inspections Unit established w.e.f. 1 January 1982 has completed inspections of four formations.

d) Kowloon Region pilot scheme is being

considered.

e) Manpower Deployment Study recommendations

considered at SPSG on 22nd March.

Next Quarter's Target

a) To discuss and finalise

draft amending legislation and, if possible, submit to ExCo.

b) To circulate draft

consequential amendments to Branch Secretaries for final agreement.

c) Await reply from FCO.

a) To monitor implementation of the second phase in June 1982.

b) To monitor progress: CP to report to SPSG in August/September.

c) To monitor progress and

report to SPSG.

d) CP to produce conceptual

paper mid-1982.

e) CP to submit further

reports to SPSG on Community Policing and Police Tactical Unit.
