Progress Made and Present Position

a) 1,737 illegal immigrants were arrested

on entry during quarter compared with 1,316 in the previous quarter (and 2,162 for the same quarter in 1981/82) The increase occurred mainly in March and followed the same seasonal trend as in 1981. Daily average of arrests on entry in February, March and April were 11, 28 and 19 respectively.

b) 510 evaders were arrested. Figures for the successive months were 155, 202 and 153.

c) Border Fence. Phase V (Yuen Long Creek to Tsim Bei Tsui) under construction. Installation of Fence Protection System and Barbed Tape is more then 90% complete.

a) Joint Maritime Communications Project.

Tenders being evaluated. Hilltop repeater sites being prepared.

b) Marine Police operations against unlicensed

pleasure craft suspended. AG has ruled that authorised officers would not be immune from proceedings arising from damage caused when detaining such craft.

c) 2,347 persons originally from Vietnam but

settled in China were repatriated to China.

Next Quarter's Target

To prevent illegal immigration.

c) Complete Phase V and the

installation of FPS and Barbed Tape.

commence installation of system.

b) To resume Marine Police Operations and to amend legislation to extend the protection afforded by S.79 of the Shipping and Port Control Ordinance (Cap. 31)

c) Arrange repatriation of

remaining 460 cases and agree a system of regular repat- riation with Chinese Authorities.
