Purpose

To monitor legal immigration from China and reduce the number to an acceptable level.

To review policy in

light of reduced'. renattioment

opportunities.

Progress Made and Present Position

The daily average legal immigration figure for 1982 to date is 142. Approximately 75% of permits issued by the PRC were one way permits. The Chinese authorities were advised in Peking and in Hong Koọng that we should like to discuss methods of reducing the numbers coming to Hong Kong for permanent settlement.

a) 1883 refugees arrived and 4221 left for

overseas resettlement during the quarter. At 30.4.82 there were 9,844 refugees here.

b) Argyle Street Camp 4 was taken over by 980

refugees. Kai Tak North has 7,487 refugees in it and was scene of disturbances at end of month.

c) The flow of refugees to HK and elsewhere

in the region continues and there is a reduction in resettlement places.

Next Quarter's Target

On assumption that the Chinese Authorities do not respond to decide on the course of action to be followed.

a) To contine to work with

UNHCR and consular representatives for the resettlement of refugees.

b) To devise with UNHCR and

camp managements improved managements in open camps so that law and order is maintained.

c) To reconsider open camp

policy and devise schedules of humane deterrance in an attempt to restrict inflow.

d) To reexamine possibility

of repatriation.
