Purpose

To establish a tertiary institute for training in the performing arts.

To review the existing policy on fireworks display.

To work out administrative arrangement to enable UC performing groups to perform overseas, if considered necessary.

Progress Made and Present Position

ExCo approved the proposal on 20.4.82. Jockey Club will undertake the cons- truction of the Academy, with Government responsible for the cost of specialist equipment and furniture up to a maximum of $7 million and subsequent recurrent cost The Academy will be set up by statute.

ExCo paper reviewing the 1982 Chinese New Year fireworks display and proposing future arrange- ments has been circulated to departments.

Meeting with DUS held. Overseas representation is considered a government function and UC performing groups would perform over- seas, if considered necessary, only as agents of the Government. No need to amend Urban Council Ordinance as originally proposed by Urban Council. Tentative overseas tours for 1982/83 agreed.

To establish an independent Frovisional Council for the Academy, which will liaise with Jockey Club on the physical construction, and work out the institutional arrangement for the Academy.

To seek ExCo advice.

To approach DFS and FC for acceptance of financial implications.
