To identify basic public attitudes on key issues with a view to providing a benchmark for subsequent monitoring of public re- action towards major government programmes.
The survey findings have been sent to Branches and departments for information and comments. Some replies) have been received.
To obtain remaining comments and to prepare an interpre- tation paper on the survey findings for discussion at HAIG.

Publicity on District Administration
Smoking and Health
To coordinate a major publicity campaign on the implementation of district administration, to educate and stimulate interest amongst the public on the new concept of local admin- istration and to prepare the way for electoral re- gistration and election.
