Purpose
To process the, recommendations of the Advisers and implement conse- quential decisions
To implement a phased programme for construction of additional and replacement launches and for provision of all necessary support facilities.

Progre Progress Made and Present Position
a) The second phase of the reorganisation
of the Divisional/Sub-divisional command structure was implemented in June 1982.
b) The CID Steering Group is considering
a draft report
c) The Force Inspections Unit has completed
inspections of eight formations.
d) Kowloon Region pilot scheme

e) Manpower Deployment Study recommendations
being tested by experiments for six months in Waterfront and Homantin Divisions on community policing.
On 30th June Finance Committee approved the purchase of a land based crawler crane. The PSC proposal is to be split to allow provision of the syncrolift for the Dockyard to be upgraded to Cat A as soon as possible. One specialist for MPHQ is now in post and two others are to be appointed before the end of the year.
The development proposed has been approved by ExCo. Draft mou. under consideration by MOD.
