Purpose

(a) To plan and coordinate

efforts to assist the Police to combat crime.

(b) To keep under review

the state of crime and law enforcement, and advise on priorities as seen by the public.

(c) To identify causes

of crime.

(d) To consider legisla- tive and administra- tive measures to combat crime.

Progress Made & Present Position

Target for Next Quarter

The re-vamped FCC met on 16.6.82 and decided that :-

(a) the Committee should assume

a more active role in advising the Government and DFCCs on measures to be taken to combat crime; and

(b) before considering the

need for sub-committees, it would be necessary to up-date the Study on Social Causes of Crime and to review the effective- ness of District Fight Crime Committees.

4. *Land Traffic

Links with China Working Group. Regulation of the Shum Chun River Working Group.

To coordinate depart- mental action to maintain progress and momentum in the development of agreed cross border links with China, and in the regulation of the Shum Chun River.

These are two of four working groups under the main Hong Kong- China Economic Committee

-

(a) on land traffic links, the

surveyors of both sides met on 19.7.82 to discuss survey details and this was followed by a joint survey at Lo Wu on 23.7.82; and

(b) the Shum Chun River Working

Group has split into 2 sub-groups dealing with Pollution and Flood Control respectively. The former has met once.

(a) a joint survey at Lok

Ma Chau is scheduled for August and this will be followed by a Joint Working Group meeting.

(b) the 2 sub-groups to

continue their deliberations with

site visits, if necessary.
