Review of Tertiary Education

To prepare plans for the further development of tertiary education.

On 13 July 82 ExCo approved the universities' student number targets for 1984/85 and the 1985/88 triennium ExCo also

approved longer-term targets for provision of first-year first- degree places until 1994/95.

To consider whether the scope of Government finance and other forms of assistance currently

available to H.K. students in overseas tertiary institutions should be extended given increased tuition fees in U.K.

(a) On 6 June 1982 U. K s Overseas Students Trust (OST) published its report "A Policy For Overseas Students" proposing, inter alia, that H.K. students in British tertiary institutions should pay the home level of fee subject to satisfactory joint-funding arrangements being worked out by HMG & HKG. An ExCo memorandum has been prepared to seek ExCo's advice on a joint-funding scheme requiring equal contributions by HMG & HKG to provide eligible

students with subsidies tested basis.
