7. Review of Major

Planning Standards

Purpose

To terminate the issue of new land exchange entitle- ments for land resumed in the N.T.

To coordinate, consider and review any necessary amendments or revisions to major planning standards to reflect changes in policies relating to the utili- zation of land and to the scale or provision of various services and facilities.

Progress Made & Present Position

Memorandum submitted to ExCo on 25 May 1982. ExCo decided that the issue of land exchange entitlements should be terminated from an early date; that the Heung Yee Kuk should be so informed; and that the Regional Secretary (New Territories) and the Director of Lands should discuss with the Heung Yee Kuk the implications of winding-up the present system. A number of meetings have since been held with the Kuk consideration is now being given to proposals which have emerged from these meetings including amendments to the existing cash compensation scheme.

(a) Standards of provision for social

welfare facilities: certain revised standards agreed by the Planning Standards Sub-Committee of LDPC are under circulation.

(b) Review of the following major planning standards are in progress.

(i) Education: Kindergartens/

Schools.

(ii) Recreation Facilities.

(iii) Retail Facilities in

Public Housing Estates.

(iv) Refuse Collection Points.

(v) Parking.

(vi) Environment.

Next Quarter Targets

(a) To reach a decision

on proposals for new compensation rates for land resumed in

the New Territories.

(b) To fix a date for

de termination of the New Territories land exchange system.

(a) To issue the new/ revised standards for implementation.

(b) To work out revised/

new standards to be considered by the Planning Standards Sub-Committee.
