Shipping and Port Control

(Amendment) Bill 1982

To contain the growth of, and to control, dwelling boats in typhoon shelters,

After reconsidering ExCo's advice that

(a) D of M be empowered,

without recourse to the courts, to remove unlicensed dwelling vessels from controlled

areas;

(b) control be extended

to all typhoon shelters at the same time; and

(c) the Regulations be

submitted for approval after enactment of the Bill

a Working Party concluded that

(i)

D of M should be

further empowered to evict people on board unlicensed vessels before removing the latter from controlled

areas;

(ii) as the necessary

resources for assuming simultaneous control of all typhoon shelters could only be acquired after two years, the control measures should be implemented in phases

To re-submit proposals to FxCo and to amend the Bill in accordance with ExCo's advice.
