4. Printing of the despatch presents some difficulty. It is
obviously of great general interest but the extensive passage on
the future deals with questions which are only handled by a
restricted number of persons in London, Hong Kong and the Embassy
in Peking. I shall discuss a possible sanitised version with
Sir Murray next week. Meanwhile Ministers may wish to thank
him personally for the despatch when he calls.
