In general, despatches from the Governors of Dependent Territories should be considered for circulation as Diplomatic Reports, but if the text of a despatch has been amended, the document circulated should carry a suitable statement to that effect and a phrase such as "based upon" or "extracts from" should be used.
Public statements (White Print), Law Officers' Opinions, Commonwealth Constitutional Relations Print Volumes and Research Department Memoranda do not fall within the scope of the DR series, but are Departmental Series reports (see para 9.13).

The distributions are as follows:

FCO (Secret) and Whitehall (Secret) telegram distribution and all Heads of Mission.
Material classified Confidential or below: general FCO and Whitehall distribution and to Posts.
As for GENERAL, with the addition of recipients listed in Annex 14.

Distribution Section (Mails), Communications Operations Department, and Records Branch, Library and Records Department, maintain up-to-date distribution lists.
There is no automatic distribution of Diplomatic Reports to Dependent Territories. Desk officers in Departments responsible for Dependent Territories may send individual copies to Governors for their personal information.

DIPLOMATIC REPORTS : PROCEDURE IN ORIGINATING DEPARTMENT
On receipt of a paper of the appropriate kind (para 9.6), the desk officer in the originating Department decides whether it should be printed and distributed as a Diplomatic Report or reproduced in the Departmental Series (see para 9.13).
