compassion. More modern hospitale and clinics will perve tho nood of the sick. Our expanding education cystem at all levels· will educate more of our youth in the skilla of the modern world. Our donostic and international transport networks and facilities will be further developed. Major public works will improve and enlarge the infrastructure of thic territory. In pursuing these policies and programmòs, and in petting our priorities, we shall be prudent in our public expenditure for we must not live beyond our moano.
