This is just a brief note to express our appreciation of the very helpful and positive tone of your speech in the Legislative Council on 6 October. It seemed to us to hit just the right note, both in expressing confidence in the satisfactory outcome of the talks on the future of Hong Kong, and also in outlining ambitious plans for the further development of the Territory. The speech did all that could be done in the present difficult circumstances to boost confidence and to show that the Hong Kong Government has faith in the future, and was obviously well received in Hong Kong. Not least I know that it came at a time when you were particularly busy. I am most grateful.
