You will see from Mr Bickford's manuscript minute of 25 November (folio 3) that the matter is not as straightforward as I had hoped. It may be useful to identify what the procedure is in other, selected dependent territories (Bermuda, Montserrat, BVI, Gibraltar). I assume that departments will not have details of local practice with regard to CR158 (CR 57(vi) and CR62 in territories other than Hong Kong). Do you see any objection to my seeking this information from the Attorneys- General via the Governor's office?
