2. The Dormant Commission of 1 August 1978 enclosed with the letter under reference cannot be traced and we presume that it was destroyed by the previous Governor before his departure. I should be grateful if you could make arrangements to issue a replacement Dormant Commission which should state that, should the need arise, the responsibilities of the Governor would be assumed by the person holding the post of Deputy High Commissioner in Wellington or, in his absence, by the person holding the responsibilities of Head of Chancery in Wellington.
