The meeting commenced at 9.30 a.m.

The minutes of the meeting of 16th February 1982

were confirmed subject to the deletion of (e) in Item A73 under

Other Business.

DEATH SENTENCE PASSED ON LI YUNG-KWAI

(COU 2/2647/81).

The Council considered memorandum XCR (82) 38, having

deferred a decision for one week in order to obtain a further

report from the trial Judge.

The Council ADVISED and the Governor ORDERED:

that the sentence of death passed on

LI Yung-kwai should be commuted to

25 years' imprisonment.

The Governor instructed that a statement on the

commutation of death sentences, which was made by Sir Denys Roberts

in Legislative Council when he was Chief Secretary, should be

circulated to members for information.
