EUROPEAN CONVENTION ON HUMAN RIGHTS
Please see the attached copy of a letter from the Campaign for Homosexual Equality. I propose to reply something on the lines that the governments of the territories concerned have been informed, but that nevertheless, as he pointed out in his letter, it is up to the individual local administrations to take action.
2.
The following Dependent Territories are a party to the European Convention on Human Rights and have also signed the optional article recognising the jurisdiction of the European Court. I should be grateful if you could very briefly summarise the constitutional position of your territories with regard to their need to conform to European Court decisions which affect their internal legislation:
Anguilla
Bermuda
Cayman Islands
Falkland Islands
Gibraltar
St Helena
Turks and Caicos Islands.
I believe that Gibraltar does have a law against homosexual acts.
