Thank you for your letter of 5 February.
The local law on homosexuality is, as you realise, essentially a matter for the territories' governments, which enjoy a large measure of autonomy. But I can confirm that those Dependent Territories which are party to the European Convention on Human Rights and which recognise the jurisdiction of the European Court of Human Rights have been made aware of the recent decision of the Council of Europe on homosexuality.
