BRITISH NATIONALITY ACT: RIGHT OF ABODE IN THE UK FOR BRITISH DEPENDENT TERRITORIES CITIZENS
1.
In discussion with NTD and MVD on Lord Belstead's comments about rights of entry into the UK for the Pitcairners (House of Lords, 19 July) it has been suggested that a clarification on this question is necessary. I should be grateful for confirmation from NTD and MVD that they and the Home Office do consider such a clarification necessary and

I should also be grateful for any comments from other recipients of this minute on this point.
2. If a clarification is necessary I would propose to submit to Lord Belstead along the lines of the attached draft, on which I would be grateful for your comments. The draft submission covers a short note outlining the main questions or problems of entry into Britain from Dependent Territories. I attach a first draft of this note and would be very grateful for your comments on it. I would also be grateful if MVD would clear the drafts, as appropriate, with the Home Office.
3. I think it would be helpful if we could clear this matter up before Lord Belstead goes on leave, and I should therefore be grateful for comments by noon on Friday 6 August, if possible.
