After consulting the Home Office, I have the following points to make:

it would be appropriate if the inspired question were a written one, rather than oral (the papers do not indicate which is envisaged);
in case there are patrials among the Pitcairners (MVD, NTD, Consular Department and SPD have no information on this), it would be wise to amend the text of the proposed answer to read:
'Under the 1981 British Nationality Act, those Pitcairners who are not patrial will become,
Of course, if there are no patrials among the Pitcairn Islanders, this amendment would be unnecessary (and the answer as originally proposed is a usefully clear, simple text). There might therefore be advantage in telegraphing Wellington for the information.
the Home Office would prefer paragraph 3 of the draft submission to end with the first few words of its last sentence:
! .....to look to New Zealand than Britain.'
As a result, paragraph 4's opening sentence might read:
'However, if they sought admission to Britain, this would be a matter
