Please refer to your minute of 4 August to Mr McQuade. graph 2(b) of the enclosed draft minute to Mr White on this subject is I believe open to misinterpretation at one point. latter part of paragraph 2(b), reads 'it would also wrongly suggest that there are British citizens who do not have the right of abode. Foreign and Commonwealth officers have become used to seeing the right of abode' endorsement in British passports and its absence would cause difficulties initially for British citizens'. The latter sentence should surely read Immigration Officers of foreign and commonwealth countries have beomc used to seeint the 'right of abode' endorsement in British passports etc'.
