1. Further to our telephone conversation and with reference to UKREP Brussels telegram number 3959 of 25 October I attach a revised draft submission for the purpose of obtaining Ministerial agreement to a revised Declaration and subsequent action in Parliament and EC.
2. Attached below the revised Declaration is the draft amplified definition referred to in paragraph 7(c) of the draft submission. This definition is new and is now circulated for clearance.
3. I should be grateful if the addressees of this minute could let me have their comments by close of play on Monday 1 November.
