Subsidized transport, financial assistance to needy scholars, subsidized lunches (junior secondary), free textbooks, and other benefits administered on an ad hoc basis, are provided by the Government to facilitate access to secondary education;

E. Right to higher education

(1) For the purpose of promoting and encouraging the growth of higher education among the people of Montserrat, the Government contributes to the upkeep and operation of the University of the West Indies, thereby ensuring the availability of regional facilities for higher education;

Where financial assistance is required, and upon application, such assistance may be provided given the availability of funds. Where selected fields of study are consonant with manpower requirements, higher education is provided free of expense to students;

(3) Higher education is equally accessible to all without discrimination of any kind as to race, color, sex, language, religion, political or other opinion etc.

Montserrat subscribes to the principle of fundamental education. Approximately 95 per cent of the population fifty-five years and under have completed six years' primary education;

No statistical data showing the evolution in the realization of the right are available. However, given the level of adult literacy, it may be concluded that the right to education is realized in this territory.

G.

Development of a system of schools

(1) The Education Act (cap. 132) of the Revised Laws of Montserrat provides the legal mechanism for the establishment of a system of schools;

Education accounts for approximately 17 per cent of recurrent expenditure annually. See the replies in paragraphs B and C (1) above;

(3) No statistical data relating to the development of a system of schools at all levels are readily available.
