Article 1

It is the policy of United Kingdom Government to lead the Dependent Territories to a position where they can exercise self-determination, to grant independence to any Territory which seeks it, but not to compel them to proceed to independence or to joinder with another country against their wishes, in accordance with the wishes of the inhabitants and the provisions of the Charter of the United Nations.

On ratifying the International Covenant on Economic, Social and Cultural Rights, the Government of the United Kingdom maintained the declaration in respect of article 1 which had been made on signature, namely, their understanding that by virtue of Article 103 of the Charter of the United Nations, in the event of any conflict between their obligations under article 1 of the Covenant and their obligations under the Charter, their obligations under the Charter will prevail.

8. Since the Government of the United Kingdom ratified the International Covenant on Economic, Social and Cultural Rights on 20 May 1976, the Seychelles, the Solomon Islands, Tuvalu, Dominica, Saint Lucia, Kiribati, Zimbabwe, Vanuatu, Belize and Antigua and Barbuda have attained independence.

ARTICLE 13: RIGHT TO EDUCATION

Given Anguilla's limited resources, teaching staff continue to be trained and/or recruited, educational facilities improved upon, and curricula designed and developed with a view to promoting the full realization of the right of everyone to education in its various aspects.

Right to primary education

2. Primary school education is compulsory and free, and this level of education is being made available to all children of primary school age.

Right to secondary education

Secondary education is free, but inevitably selective since there are at present inadequate facilities available. However, it is to be noted that about 50 per cent of all children of secondary school age receive secondary education. The curriculum of our lone secondary school will be expanded during the course of 1982 so that the following technical and vocational subjects can also be made
