2. I was interested to read Mr Watkins letter as
I recalled seeing earlier papers on this subject. I attach this department's 1979 and 1980 file on
Dependent Territories and the UPU. As you will
see the relevant papers are at flags A to E on
the 1979 file. The minute at folio 1 on the
1980 file (para 2) suggests that action lay with WIAD. These papers suggest there would be no objection to Bermuda being granted the necessary
powers.
