Should an initiative be made by the UK at the 1984 Congress? Are our actions to be governed by financial
considerations, or does prestige have a part to play: Is the Berrill
Report on Overseas Representation still a valid statement of Government
policy? What is the policy in the other technical agencies? Given the Commonwealth interest in the issue can we pursue a purely national
policy?

Level of UK contribution to the UPU Ought we to be considering dropping to a lower contribution level? Can we do this without running the danger of loosing support within the Union?

Dependent Territories and the UPU Do we continue our fight to preserve group membership? How many territories will remain by 1984? Which territories has been granted independence since October 1979? Is a 5 unit contribution too high? Can it be reduced without prejudicing collective membership?

Expulsion from the UPU What is the current FCO line with respect to South Africa and Israel if the question of expulsion is raised? Could Article 11 of the UPU Constitution be interpreted as applying only to new applications by UN members, as distinct from applicants legally or illegally expelled from the Union?

Regionalism in UN Organisations
Is there an FCO view on the
proposal that agencies such as the UPU might become coordinating bodies for regional groupings? Is this a threat to national sovereignty?

Relations with the Eastern Bbc A number of Eastern Bloc countries (Czechoslovakia, Hungary and Rumania) have made a tentative approach to the current CEPT Managing Administration (Austria) with a view to "liaison". Are there any factors we should bear in mind? What line should we take when this is raised at the Vienna Plenary in June?
